The Over Kellet Bells Project is being led by a small group of volunteers from the village community who give their time freely, some of whom attend St Cuthbert's Church, others do not. The project is owned by St Cuthbert's Church PCC, a Charity and not-for-profit organisation, however it is not providing any monetary support and no money donated to the project will go into church funds per se but will be used exclusively for the bells project. We are being advised and supported in this project by the Keltek Trust, which helps acquire redundant bells to be be hung for English-style full-circle bell-ringing, the Lancashire Association of Change Ringers and the Bells Advisor to the Blackburn Diocese. The project has the support of St Cuthbert's Church PCC, the Over Kellet Parish Council, the Diocese of Blackburn and the Duchy of Lancaster. It has been adopted as the village's commemoration of both the Platinum Jubilee of HM The Late Queen and the Accession of HM King, both of whom also held/hold the title of Duke of Lancaster
