I have found trying to get neighbourhoods and communities to work together to protect themselves, can be very slow and reactive. Maybe, if there were government guidelines, sponsored schemes or a CCTV Neighbourhood Watch Scheme in action, progress could be faster, more effective and the crime rate would not be as serious or escalating.
