1st Norley is run by a Trustee Board whose members and chair are appointed at an annual meeting of the 1st Norley Scout Council. The chairman is proposed by the 1st Norley Lead Volunteer and has to be approved by the Scout Council. All parents of the Beaver, Cub and Scout sections and their adult leaders are members of the Scout Council as is the Mersey Weaver District Lead Volunteer and the chair of the Mersey Weaver District Board of Trustees. The 1st Norley Lead Volunteer is an ex-officio member of the board. The Board appoints a Treasurer, Secretary and other positions it feels are necessary from its Trustees, or by co-option. 1st Norley is a registered charity, number 508019. The land in Crabmill lane is held by Land Trustees on behalf of the registered charity who act on instructions from the Board.
The Board meets 4 times a year and is responsible for the Group accounts and the implementation of the safety and safeguarding and data protection policies of the organisation as well as dealing with any concerns about running of the group as well as the purchasing of equipment needed by the leaders.
The 1st Norley Lead Volunteer is appointed by the District Lead Volunteer and is responsible for ensuring all leaders and board members DBS checks are current and safety and safeguarding and First Aid certificates are current. In this the 1st Norley Lead Volunteer is assisted by the national adult record system in learn.scouts.org.uk. Section Leaders and their assistants are appointed by the 1st Norley Volunteer, who is responsible for the training of all leader and assistants’
1st Norley adopts annually as its constitution at the meeting of the Scout Council the Scout Association POR model constitution for 1st Norley. POR is the Policy Organisation and Rules of the Scout Association and is available on Policy, Organisation and Rules | Scouts
The group currently runs 3 sections – Beavers (6-8 year old), Cubs (8 to 10 ½ year olds) and Scouts (10 ½ to 14 years old). Beavers runs full with 24 members and takes in new Beavers from the Mersey Weaver District waiting list.
