Clean up the rivers, clad up the disaffected youth with wellies and water gear and rather than disrupt classes, they can make a positive contribution to the neighbourhood.

Clean up the dead wood. Chop up the wood, make picnic circles, get the kids to paint them nicely. Make a bonfire singalong with the unusable wood perhaps.
What we'll deliver:
Why it's a great idea:
Because the river air is so healthy for us and it is very nice walking there, especially in the city.
Steps to get it done:
Waterproof table tennis tables and boules pitches perhaps in Feng-shui/Vastu appropriate sectors of parks. Plus very well maintained public toilets in Walpole, Pitshanger, Elthorne and Brent Lodge park and Boston Manor park.
