Improving the public realm in and around Chapter Road Underpass

Located on the Jubillee Tube line and north of Willesden Green Town Centre, just four minutes walk south from Dollis Hill Tube Station, Churchill Court is a former car park. It is one of the few walkways crossing the Jubilee Line connecting Dudden Hill and Willesden Green wards. The walkway is close to Gladstone Park School and is highly used by students and parents living in Willesden Green. Anti-social behavior is a major problem related to poor lighting and lack of CCTV causing safety concerns among residents. Churchill Court is therefore in need of improvement, being poorly designed, maintained and underutilised, and giving a sense of unsafe environment. This project seeks to provide a better design solution and physical improvements to the former car park and walk way to make them safer, better looking and in use for the local community.

A. Social Value: Open spaces and walkways are normally associated with recreational opportunities, aesthetic enjoyments, supporting psychological well‐being and enhancing social ties. The improved quality of the public environment will contribute to the perception for Chapter Road. The presence of a good public space will encourage more positive perceptions in visitors and residents, and make an important contribution to the reputation and cultural life of Willesden Green. B. Reducing Crime and Fear of Crime: Fear of crime can deter people from using certain streets and especially underpasses. Residents are often prevented from using dark streets, walkways and tunnels that feel unsafe and lack sufficient lightning during dark hours. The proposed improvement of the existing lighting will help allay such fears and allow everyone make the most of Churchill Court.
Steps to get it done:
Brent Residents' Petition: A petition has been signed by a number of local residents who ask for improvements along the walkway connecting Willesden Green and Dudden Hill across the rail line. The petition addresses the need to address the darkness and potential danger to protect residents and especially children visiting Gladstone Park School. While Willesden Green and Dudden Hill lack sufficient open space and hard landscaped public space they face key challenge for the town in improving the physical environment; it is suggested that public realm improvements would address this and encourage people to dwell in the town centre longer. The rundown public realm in the vicinity does not match residents’ aspirations. 15% of residents' wishes for Willesden Green are concerned around improvements of the public realm. Residents' proposals included employing corner sites for active uses s as a mean of enlivening the street scene.
